The UK is the second country in Europe to declare the outbreak an emergency.

The United Kingdom said Monday that “the incidence or transmission of novel coronavirus constitutes a serious and imminent threat to public health” and outlined measures to delay or prevent its further transmission.
The rules are meant to reduce the risk of further human-to-human transmission in the country.
They are a precaution, as the clinical advice about the risk to the public continues to be moderate, Health Secretary Matt Hancock said.
This permits the government to plan for all eventualities. The risk to individuals remains low.
